majority of the population lives either on the coastal region or in certain urban nucleuses in the interior industrial
areas. The key determining factor that influences the model and management of public transportation in Spain is this
large imbalance found in settlement distribution.
The establishment of an efficient railroad system for public transportation plays a vital role in Spain as well as in the
whole of Europe. In 2002 more that 5.8 billion people traveled across the European Union railroad network, 485
million of whom were in Spain. The future possibility of the railroad system as an alternative transportation system
requires the planning and construction of new, highly advanced infrastructures. Because of this objective, there is a need to improve the current system and develop it into the most efficient public transportation system in the European
Union.

The major advances made by the Spanish economy over the past few years has generated a strong growth in the demand for a well-organized transportation infrastructure. This has been the reason for an increase in the
investments of the Ministerio de Fomento, http://www.mfom.es (equivalent to US Dept. of Transport and Urban
Planning). In the European Union, Spain currently holds a dynamic position on railroad development policies. In 1999,
the investments on railroads equaled the investments allocated to new highways, constituting 2,100 million euros. In
the year 2000 the investments grew to 3.3 billion euros, and in 2002 it reached 4.8 billion euros. The railroads budget in the Ministry is qualitatively the highest among the urban development sector.
