Business News .......................................19 Spring 2006 Economic Development News Garden Fresh Market Garden Fresh Market has announced that they will be
locating a new full-line grocery store at the Mount Prospect
Plaza. Garden Fresh carries the freshest produce, offers a
full line of groceries, a deli department with a big selection
of meats, cheese, salads and cakes, and a meat department
with daily fresh meats in all kinds and all cuts. The
Mount Prospect Plaza location will be the 5th store in the
Chicagoland area. Garden Fresh Market anticipates a June
1 grand opening. Randhurst Activity: Bed, Bath and Beyond opened for business in mid-January,
joining Steve and Barrys and Buffalo Wild Wings as the
latest retailers to come to Randhurst Mall. Bed, Bath and
Beyond is a national chain that sells quality domestics and
home furnishings. They combine superior service and a huge
selection of items at everyday low prices that has proven
to be both a fun and exciting experience for customers.
In addition, Panda Express is seeking to construct an
outlot restaurant
along Route 83.
If approved, the
restaurant would
be constructed
this summer and
open in the fall. Village of Mount Prospect vehicle stickers went on sale
February 1. Vehicle stickers for 2006-2007 must be displayed
by May 1. Passenger vehicle stickers are $36, motorcycle
stickers are $24, and trucks with B plates, $54. There is
an additional price schedule for trucks based on their
individual weights. There is no increase in fees this year. If
you have a State of Illinois Disabled Veteran license plate or
Physically Handicapped Person license plate or permanent
card, your vehicle license may be available without charge.
Please call Village Hall for further details. Stickers by mail If you bought one or more stickers last year, a renewal
application was mailed to you during the rst week in
February. If you received a renewal application, youll be
able to conveniently purchase your new stickers by mail.
If you have not received an application in the mail you can
pick one up at Village Hall. NOTE: If you had a vehicle sticker in 2005 and did not
receive a renewal application in the mail, this does
not absolve you of the responsibility for buying a new
sticker. Different vehicle than last year? If the vehicle(s) you have now isnt the same as the one
you had when last years sticker was purchased, the
application form will contain information about the former
vehicle. In that case,
just cross out those
details and print the
current information on

Coffee with Council Meet informally with the Villages Board of Trustees and
Department Directors about anything concerning Mount
Prospect thats on your mind. Coffee with Council is held on
the second Saturday of every month (unless there is a con ict
with a holiday) from 9:00 a.m. to 11:00 a.m. at Village Hall, 50
S. Emerson Street in the rst oor Community Center. For more

a local Administrative Adjudication program for the
hearing of Village ordinance and non-moving traf c
violations currently adjudicated in Cook County Circuit
Court. The Administrative Adjudication program will
equitably, efficiently and expeditiously determine
the outcome of cases of local code; i.e., property
maintenance violations, and non-moving traf c; i.e.
equipment, parking violations. The Administrative
Adjudication process has been adopted by many
suburban municipalities in recent years as an alternative
to the slow and cumbersome Circuit Court system.
The new Administrative Hearing Division is independent
from the Village departments that investigate, initiate
and prosecute code violations. An Administrative
Law Judge will preside over the hearings and will
be responsible for ruling on the merits of cases led
with the program. The Administrative Law Judge is
an independent licensed attorney who meets stringent
state and local requirements. Hearings for property
maintenance code violations are scheduled to begin later
this spring and will be held in the Village Board Room
on the third oor of Village Hall, 50 South Emerson
Street. Hearings for non-moving traf c violations will
commence later in 2006.
The Administrative Adjudication process offers an
ef cient, fair and less complex hearing process for all
parties involved (the Village and respondents). The
hearings will follow relaxed procedures to ensure all
evidence is presented by persons appearing at a hearing.
People will not be held to the strict and complex rules of
evidence followed in Circuit Court. The Administrative
Law Judge will review all testimony and evidence and
ask questions of all parties to determine if a nding of
liability is warranted.
Where persons are found liable, a minimum ne will be
imposed. For most code violations, the minimum ne
is $100. If a violation remains uncorrected, the liable
person(s) will be ordered to comply by a date certain
and a penalty will be assessed for each day the violation
continues. In extraordinary circumstances, where the
violation is a potential threat to safety, the Village may
seek an Order to abate the violation at the responsible
partys expense. Administrative Adjudication is
expected to bring about Village code compliance much
quicker than under the Circuit Court process.

Block Party Permits Plan ahead - are you and your neighbors planning to hold
a block party this summer? For emergency purposes it is
highly recommended that Police, Fire and Public Works
Departments have a record of block parties. And in order
to get the street blocked, you must complete and turn
in a Block Party Request Form. For your convenience, a
form is included on page 20 of the Newsletter. You can
also submit the form electronically on the web site, www.
mountprospect.org . Blood Drive A regular monthly blood drive is held at the Village Hall
(50 S. Emerson Street) in the Community Center on the rst
Thursday of the month from 3:00 p.m. to 8:00 p.m. Donors
must be healthy, 17 years old and weigh at least 110 lbs.
No appointment is needed and walk-ins are welcome.
Donating blood only takes about a half hour of your time
and it bene ts so many people. Community Development Block Grant Home
Improvement Programs
The Village is currently accepting applications for
the Single-Family Rehabilitation Loan and the Home
Weatherization Grant Programs, funded through
Community Development Block Grant (CDBG) funds
allocated to the Village by the U.S. Department of Housing
and Urban Development (HUD). In order to be eligible, applicants must live within
the corporate limits of Mount Prospect, have owned
and occupied their home for at least one year prior to
applying, and meet HUDs current low-income limits.

planting ceremony at 9:15am on Friday April 28, at St. Paul
Lutheran School, 18 S. School St. During the ceremony,
Mayor Irvana Wilks, various Village of cials, students
and staff from St. Pauls will plant a Littleleaf linden tree.
The Village will also commemorate its recent receipt of
the Tree City USA Award
from the National Arbor
Day Foundation. This is the
21st consecutive year Mount
